APLs and Lisps are both very high-level, expressive languages, but in a Lispy language you learn to build up a set of abstractions and grow the language in the direction of what you're trying to do. In the APL languages, the ideal is programming without abstractions. You write the program directly in terms of the language. Design discussions often focus around what ought to be a primitive vs. an idiom (simple composition).
